What is a Blueprint Community?

Blueprint Communities® is an initiative of Federal Home Loan Bank of Pittsburgh (FHLBank) that revitalizes communities and neighborhoods in Delaware, Pennsylvania and West Virginia. Created by FHLBank in 2005, the initiative prepares and supports Blueprint Communities teams as they develop and implement a revitalization plan.

Community teams receive a series of capacity building skills over a 10-year period to help them prioritize initiatives, connect to expertise, build a plan of action, and access implementation resources.

Plans are designed with community input to address locally identified needs. Past plans have included strategies to increase tourism, develop quality affordable housing, support the local business community, and redevelop historic buildings.

Program Mission

The Reimagine Reading Initiative is committed to revitalizing our community by empowering local leaders, promoting collaboration among all stakeholders, and uplifting the voices, concerns, and aspirations of its members. Through these efforts, we strive to address challenges and create meaningful solutions that enhance the quality of life for everyone.

Our vision is to create a flourishing community where every individual is valued, heard, and empowered to contribute meaningfully. Our goal is to foster an inclusive environment where all voices actively shape the future, ensuring a collaborative effort to address the physical, social, political, spiritual, economic, and financial needs of both citizens and institutions. By recognizing the potential in every person, we aim to build a community where shared responsibility and equitable access to resources drive lasting improvement in the quality of life for all.

Goal 1: Increase Community and Civic Engagement

  2. Promote culturally focused community engagement activities and events.

Goal 2: Increase Quality Opportunities and Access to Education/Workforce Development

  1. Promote & expand accessible and equitable pathways to higher education success.

  2. Promote & expand accessible and equitable pathways to employment and career opportunities with community partners.

Goal 3: Enhance environmental and green spaces while revitalizing urban neighborhoods.

  1. Increase affordable housing units available (blighted properties, empty lots, etc.).

  2. Increase safe spaces and places around the community.

  3. Revitalize and beautify existing assets (homeowner improvements, business facades, sidewalks, and infrastructure).
